IMCPL Announces Reduction in Force

November 04, 2010

The Indianapolis-Marion County Public Library has announced a reduction of 37 staff as part of its plan to meet an estimated $4 million revenue shortfall in 2011. The announcement by IMCPL CEO Laura Bramble is the final step to achieve savings resulting from the reduction of system wide hours of operation by 26%, which took effect October 3.

The action includes a reorganization of administrative staff, along with previously-approved cuts in the Library's materials budget, utilities, and other areas included in its 2011 operating budget. Decisions on affected personnel, which included management, support and public service staff, were based on procedures established in Library policy relating to performance, seniority and institutional need.

"I want to express how difficult this decision has been during a time of tremendous financial stress facing the Library," stated Bramble. "The value of all Library employees in providing the services our patrons desire cannot be overstated. However, the reality of today's economic climate requires the library to provide a leaner and more efficient model of service, one that we will continue to shape in the future. Though this necessary action is truly regrettable, it is our hope that long-term financial solutions can be found to reduce the likelihood of similar future reductions and to insure the viability of the Library in the years to come."

IMCPL responded to the public's call earlier this year to reduce hours at most library locations instead of the possibility of closing up to six branches by 2012. The reductions in hours and staffing, however, are viewed as a short-term solution to bridging continued shortfalls of $3 million to $4 million a year through 2013 from a combination of property tax caps and the total tax levy.
